Handling of the OUTGOING qmail queue.
Installs qmHandle from Michele Beltrame
- View the complete Qmail queue, with adress and subject info, allow you to delete messages from the queue.

- New Function "force resend", this send an ALARM signal to the qmail process, to force resending of the qmail-queue.
